Selection
Program
This section determines which selection program the applicant is eligible
for:
- Assured Job (A full-time permanent job at a skill level higher
than C in the National Occupational Classification)
- Occupations in Demand
- Employability and Occupational Mobility
Training
Education is only taken into account if the candidate successfully
completed a study program recognized by a diploma. The foreign diploma
is assessed in relation to its equivalent in the Québec education
system.
Only specialities recognized by a diploma are taken into account.
A common-core university syllabus does not constitute a diploma.
The second specialty must be obtained in a field distinct from
the first. Not all university training or secondary and post-secondary
vocational or technical training are considered specialties.
General education that constitutes a prerequisite for higher education
is not a specialty.
When two specialties are recognized by diplomas, the specialty
that involved the longest period of training constitutes the first
specialty. The other constitutes the second specialty.
Work Experience
Extent of experience A candidate
must possess at least six months of work experience. Otherwise,
the application is refused at the selection stage, as this
is a disqualifying factor.
Occupation with a skill level higher than level D
Work experience acquired in a level "D" occupation, as
per the National Occupational Classification (NOC), is not admissible.
Level D occupations are those that usually only require a brief
demonstration of the work or on-the-job training or no specific
educational requirements.
Experience in the practice of an occupation
When a candidate holds an assured job or practices an occupation
that is in demand in Québec, it is important to ensure that
he/she has the necessary qualifications, particularly in terms of
training, as described in the National Occupational Classification.
If the job or occupation is governed by a professional order, the
candidate can only be accepted if, in a subsequent process, his/her
training is recognized by the professional order.
Training periods and internships
This constitutes experience acquired part time or full time in
the context of paid or unpaid training periods accomplished as part
of the curriculum of a vocational or technical school (apprenticeship),
of training courses or specialised internship recognized by a diploma,
in the 10 years preceding the submission date of the Application
for a demande de certificat de selection (DCS).
If the experience is not acquired in the course of an apprenticeship,
a training course or a specialised internship recognized by a diploma,
then it must be acquired in the context of paid training periods.
Age
Applicants between 20 and 35 years of age score maximum points.
Applicants under 20 and over 45 years of age do not score any points.
Language Ability
Applicants are assessed on both French and English skills. Points
are awarded based on the applicant's proficiency in oral expression
and comprehension. Trips to Quebec
Points are awarded to the applicant if the latter has worked, studied
or stayed in Quebec. Number of points awarded vary according
to the length of stay, work or employment.
Ties to Quebec
This factor requires the main applicant or his/her spouse or common-law
spouse to have a friend or relative who is a Canadian citizen or landed
immigrant living in Quebec. Children
The "Children" criteria is taken into account irrespective
of whether the children are the dependants of the principal applicant,
his/her spouse or his/her common-law spouse and whether or not they
are accompanying the principal applicant Financial
Self-Sufficiency
The principal applicant must have a sufficient sum of money at his/her
disposal to meet his/her basic needs and those of his/her family during
a minimum period of three months. He/she must demonstrate during the
interview, if applicable, that he/she will still have this money upon
his/her arrival in Québec. He/she must take into account that there
are various costs associated with his/her immigration as well as that
of the people accompanying him/her prior to his/her arrival in Québec
(immigration fees levied by Québec and Canada, transportation costs
and other expenses).
A single individual must have at his/her disposal at least $2,300
to meet his/her basic needs during the first three months in Québec.
Add approximately $1,000 to this sum for each member of the family
accompanying him/her (spouse, common-law spouse and children).
If a candidate does not have sufficient financial resources at his/her
disposal, the candidate's application will be refused at the selection
stage, as this is a disqualifying factor.
